A mother and her children laughing in their new house Many rural communities are conservative and tend to resist the establishment of a project for which their consensus has not been sought, however well intentioned and beneficial the project may appear to be. From the inception of the Community Outreach Programme there has been extensive negotiation with community members, as well as traditional leaders. People were made fully aware of all aspects of the programme, and given the opportunity to voice their rejection, acceptance or requirements of it. The ever-increasing number of clients and the appreciation expressed by them is a clear indication that the rural communities accept the Community Outreach Programme.
